As elements of an emerging global governance system, one can consider international law in interaction with domestic legal systems, as well as international institutions.

The modern state is a means of managing social processes in the interests of the preservation and development of man; a political organization of society based on public authority and ensuring the implementation of the forms of international and domestic law acting on its territory, which should be aimed at realizing human rights and sustainable development.

International Law - Reforming Under Globalization 4.0

The way to build a new international law, in the face of the risks of globalization 4.0, the polarization of the world stage, the militarization of states. It is necessary to revise the old "law of power" in international law. The transition from “the right of power” to “the power of law” should be based on: limitation of power, reliable counteraction of intolerance, priority of human rights, secularism of states (as worldview neutrality), clarity and certainty of legal norms, rule of law, introduction of digital technologies, and as a result, on understanding the need to resolve global risks and search for prospects for the transition to a sustainable global development of civilization in harmony with nature.

For the transition to the sustainable development of civilization, innovative development of management is necessary. The creation of global governance is necessary on the basis of emerging global law (on the basis of international law and all domestic legal systems). From this will depend on the sustainable development of the human community and overcoming global threats.
